International adult literacy and skills survey : national planning report / Statistics Canada.
IALSS builds on its predecessor, the 1994 International Adult Literacy Survey (IALS). It does not measure the presence or absence of competence but rather measures knowledge and skills in the four domains along a broad range of ability, or as continuous skills. This planning report is the outline and rationale of how and why the survey was to be conducted between 2001 and 2003. The report includes the draft survey questions. The french version of the report is included.
