Summary: This report advances the case for improving literacy among Canadians as the most cost-effective way to boost productivity and maintain employment. The report presents estimates of the cost of raising the literacy skill of the adult population in Canada to Level 3, and provides two sets of estimates of economic benefits that would result from increased literacy. Suggestions are made for dividing responsibilities for different groups of leaders. This would be of interest to those interested in developing or influencing government policy on literacy.
