Summary: This report seeks to highlight the importance of investment in improving the literacy and numeracy skills of the Canadian population. The authors note that using tools such as the International Adult Literacy Survey (IALS) to measure skill levels directly, rather than making assumptions from educational attainment, the relationship between investment in human capital and both long-term economic growth and labour productivity becomes clear.
