Frameworks for adult numeracy education : a survey and discussion

Summary: This research report studies frameworks for adult numeracy that are being used in basic education programs in the English speaking world. In the context of this report, the term 'framework' refers to any grid that presents numeracy or math skills and knowledge, sorted into sub-topics and, usually, into levels. The frameworks used as a basis for discussion in this report have a variety of structures and content, and are used in a variety of ways, to serve a variety of purposes -- e.g. curricula, content and performance standards, level descriptions, assessment frameworks, and reporting systems. Where possible, a description of how each framework is to be used, and how it was developed and implemented is included, along with comments that users and others have made about the frameworks. The framework data presented in chapters 1through 6 are used as a basis for discussion in chapter 7.
